Regulators Discount Climate Effects, OK Sabal Trail Pipeline
Conservationists trying to shut down a new natural gas pipeline that starts in Alabama failed to convince federal regulators that greenhouse gas emissions from burning natural gas for power would have a “significant” effect on climate change.
The Federal Energy Regulatory Commission this week voted three to two along party lines to reissue certification for the Sabal Trail and related pipelines. The Sabal Trail runs from near Alexander City to central Florida.
The pipeline has been in service for several months, but environmental attorneys had hoped it would be stopped after a federal appellate court last year ruled the commission, known as FERC, failed to adequately consider potential climate impacts before initial approval.
“It’s disappointing that federal regulators continue to move us backwards on issues of environmental protection and climate action at a time of such great urgency,” said Michael Hansen, executive director of the Birmingham-based clean-air advocacy group Gasp. Read more.
Court Rules Sabal Trail Gas Pipeline Ignored Greenhouse Impact, Orders Environmental Assessment
In a case that touches Alabama, a federal court ruled this week that a government regulatory agency has to estimate the probable effect energy use has on climate change.
Environmentalists in Alabama and elsewhere are applauding this “surprising” victory. The 6th District Court of Appeals in Washington, D.C., ruled Monday that, when licensing natural gas pipelines, the Federal Energy Regulatory Commission did not fully consider the potential greenhouse gas effects of burning natural gas.
The court ordered a new environmental impact study of the Southeast Market Pipelines Project — a network that includes the new Sabal Trail pipeline. The 515-mile line carries fracked gas from a point near Alexander City through southwestern Georgia to central Florida, where it fuels generators for electricity there. Read more.
Dakota Pipeline Stalled by Protests While Another Begins in Alabama
On Sunday, Dec.4, one pipeline was stopped in North Dakota. On Monday, workers began putting another pipeline in the ground in east Alabama.
That’s where, with little apparent opposition, the 515-mile Sabal Trail Transmission Pipeline will transport natural gas from an existing pipeline in Tallapoosa County through southeast Georgia to supply energy for growing needs in central Florida.
Environmental groups are now assessing whether successful nonviolent protest strategies used at the Standing Rock Sioux reservation against the Dakota Access Pipeline might be transferrable to the South.
The Sabal Trail owners have swatted away one legal challenge after another from environmental groups. The court hurdle remaining will come in the spring, just weeks before the pipeline’s announced completion date of June 1. Read more.
New Gas Pipeline Coming to Alabama. Brings Jobs, Tax Revenue, Environmental Questions
Construction is underway on the new 515-mile Sabal Trail natural gas pipeline that will travel about 86 miles through four east-central Alabama counties. The line will also go through southwest Georgia and north Florida to provide natural gas to Florida Power & Light customers in south Florida.
The bulldozers and pipe are on the ground in Tallapoosa, Chambers, Lee, and Russell counties. They are a welcome sight to local officials who see new tax revenues and little concern from Alabama residents.
Environmentalists, however, are continuing a so-far failed effort to stop the pipeline. They say it poses a threat to drinking water sources, environmentally sensitive wetlands and sink-hole prone areas, and has roused public opposition in Georgia and Florida.
The Sabal Trail pipeline is the first major addition to Alabama’s thousands of miles of gas and oil pipelines since the leak of 330,000 gallons of gasoline from an interstate transmission line in Shelby County in early September. That incident brought headlines and new attention to a mostly underground system that stays largely out of sight and mind. Read more.
