City of Birmingham

  • Transportation and Infrastructure Committee, Sept. 28, 2 p.m. | Cancelled
  • Budget and Finance Committee, Sept. 28, 3:30 p.m. | Agenda
    • Items related to the “Urban Villages Initiative”
      • Note: The funding for this is slated to come from the $2 million allocated as part of the $31.8 million surplus plan approved by the City Council in late March.
      • Item 5 – This would allow the city to enter into an agreement with Wilbron to develop community engagement strategies and project narratives for areas included in the city’s “Urban Villages Initiative” for up to one year for a total amount of not more than $99,600.
      • Item 9 – This would allow for an agreement with Interface Studio to develop implementable, community-supported plans for designated urban village areas for a period of up to ten months for an amount not to exceed $299,980.
      • Item 10 – This would allow for TSW to “develop implementable community-supported plans for three designated urban villages for a period of up to fourteen months for an amount not to exceed $299,575.
    • Other items
      • Item 4 – This would allow for Birmingham and Mountain Brook to enter into a three-year inter-local cooperation agreement to patrol Alabama Veterans Memorial Park. The 22 acre park is operated by Mountain Brook, but is partially located within Birmingham’s city limits.
      • Item 6 – Allows the City to enter into a $100,000 agreement with The Flourish Alabama to provide neighborhood environment initiatives for youth and young adults, education and technology programs which include music, art and health awareness, community gardens and clean-up initiatives.” The agreement would end on June 30, 2027.
      • Item 7 – Allows the mayor to seek and expend all grant funds for Eligible Mitigation Action Item Projects from ADECA’s portion of the Volkswagen Settlement. The funds, if received from the up to $3,500,000 request, will be used to install electric vehicle charging stations and to add electric vehicles to the city’s fleet as a way of reducing nitrogen oxide emissions. There would be a 20% local match required.
      • Item 8 – It allows for a joint funding agreement for water resources investigations between the city and the U.S. Geological Society. The contract would begin Oct. 1 and run through Sept. 30, 2027. USGS will contribute $41,710 while the city will contribute $95,240.
      • Item 11 – Allows for an agreement with AIDS Alabama under which the organization will provide emergency overnight shelter to young adults 19-29 or individuals living with HIV over age 30 and provide transitional housing specifically for young adults aged 19-24 through Jun. 30, 2027 for up to $27,250.
      • Item 12 – Allows for the city to enter into an agreement with Birmingham Times Media Group where it provides “weekly print and online advertisements to inform and educate the citizens of the City of Birmingham about City codes, Ordinances, programs and services to positively support the citizens of Birmingham” for an amount not to exceed $40,000. They will also receive $40,000 for delivering and distributing weekly copies of the Birmingham Times newspaper for a term beginning December 2026 and ending June 30, 2027.
      • Item 17 – This allows for a one-year, up to $585,000 contract with Offender Alumni Association to “perform services to address the social and economic concerns of Birmingham citizens by supporting severely injured victims of gun violence admitted into UAB’s Trauma and Acute Care Division.”

      • Item 15 – This would allow for a quitclaim deed sale of 1220 30th St., N. to Saracorp Properties for $7,565.48.
      • Item 83 – Setting a public hearing for Oct. 20, 2026 to consider adoption of “proposed text amendments to the City’s Zoning Ordinance (Ordinance No.15-133) in Title 1, Chapter 3, Article I, Section 8, as amended, by removing D-5 from the Affordable Housing Density Bonus that will affect all property within the Corporate Boundaries of the City of Birmingham.

      • Item 19 – Allows the City to amend an agreement with Greenlining Realty USA Birmingham in an amount not to exceed $167,245 under which it will develop a 35-40 unit residential development in the Druid Hills area with at least 10% of the units to be reserved for qualifying residents at or below 100% of area median income by extending the term to end on or before Oct. 31, 2026.
      • Item 24 – Replacing the resolution passed on Sept. 15, 2026 in support of the rebate of state lodging taxes for the Parkside Hotel project with one that is “in an amount sufficient to satisfy the applicable local contribution requirement under the Tourism Investment Act, up to $1,500,000.
      • Items 20, 26, 29 – all related to the items heard during the Budget and Finance committee about the Urban Villages Initiative
      • Item 33 – Confirms the appointment to the Birmingham Museum of Art’s board of five regular members for six year terms (expiring Aug. 31, 2032) and five annual members for one year terms (expiring Aug. 31, 2027).
      • Item 34 – Appoints four members to the city’s Design Review Committee for terms expiring July 30, 2028.
